5月22日，第十三屆全國人大三次會(huì)議在北京人民大會(huì)堂開幕，李克強(qiáng)代表國務(wù)院向大會(huì)作政府工作報(bào)告。以下是報(bào)告雙語要點(diǎn)：

The covid-19 epidemic is the fastest spreading, most extensive, and most challenging public health emergency China has encountered since the founding of the People’s Republic of China. Under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, and through the hard work and sacrifice of our entire nation, we have made major strategic achievements in our response to covid-19. At present, the epidemic has not yet come to an end, while the tasks we face in promoting development are immense. We must redouble our efforts to minimize the losses resulting from the virus and fulfill the main targets and tasks for economic and social development this year.

這次新冠肺炎疫情，是新中國成立以來我國遭遇的傳播速度最快、感染范圍最廣、防控難度最大的公共衛(wèi)生事件。在以習(xí)近平同志為核心的黨中央堅(jiān)強(qiáng)領(lǐng)導(dǎo)下，經(jīng)過全國上下和廣大人民群眾艱苦卓絕努力并付出犧牲，疫情防控取得重大戰(zhàn)略成果。當(dāng)前，疫情尚未結(jié)束，發(fā)展任務(wù)異常艱巨。要努力把疫情造成的損失降到最低，努力完成今年經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)任務(wù)。

一、2019年和今年以來工作回顧

Main targets and tasks for 2019 were accomplished, laying the crucial foundation needed to reach the goal of building a moderately prosperous society in all respects.

完成全年主要目標(biāo)任務(wù)，為全面建成小康社會(huì)打下決定性基礎(chǔ)。

The economy remained stable overall.

經(jīng)濟(jì)運(yùn)行總體平穩(wěn)。

GDP reached 99.1 trillion yuan, growing by 6.1%.

國內(nèi)生產(chǎn)總值達(dá)到99.1萬億元，增長6.1%。

13.52 million new urban jobs were added, and the surveyed unemployment rate was below 5.3%.

城鎮(zhèn)新增就業(yè)1352萬人，調(diào)查失業(yè)率在5.3%以下。

Consumer prices rose by 2.9%.

居民消費(fèi)價(jià)格上漲2.9%。

A basic equilibrium was maintained in the balance of payments.

國際收支基本平衡。

The economic structure continued to improve, and the development priorities of regions are better aligned.

In covid-19 control, we stayed confident, came together in solidarity, adopted a science-based approach, and took targeted measures, carrying out all our work in a solid and meticulous manner. While continuing to advance epidemic control, we have also promoted economic and social development. With 90 policy measures in 8 categories, we have ensured stable supplies and prices and the resumption of work and production in a timely and effective manner.

在疫情防控中，我們按照?qǐng)?jiān)定信心、同舟共濟(jì)、科學(xué)防治、精準(zhǔn)施策的總要求，抓緊抓實(shí)抓細(xì)各項(xiàng)工作。我們統(tǒng)籌推進(jìn)疫情防控和經(jīng)濟(jì)社會(huì)發(fā)展，推出8個(gè)方面90項(xiàng)政策措施，及時(shí)有效促進(jìn)了保供穩(wěn)價(jià)和復(fù)工復(fù)產(chǎn)。

二、今年發(fā)展主要目標(biāo)和下一階段工作總體部署

This year, we must give priority to stabilizing employment and ensuring living standards, win the battle against poverty, and achieve the goal of building a moderately prosperous society in all aspects.

今年要優(yōu)先穩(wěn)就業(yè)保民生，堅(jiān)決打贏脫貧攻堅(jiān)戰(zhàn)，努力實(shí)現(xiàn)全面建成小康社會(huì)目標(biāo)任務(wù)。

Over 9 million new urban jobs, a surveyed urban unemployment rate of around 6%, and a registered urban unemployment rate of around 5.5%

CPI increase of around 3.5%

Accomplishment of the 13th Five-Year Plan

We have not set a specific target for economic growth this year. This is because our country will face some factors that are difficult to predict in its development, due to the great uncertainty regarding the covid-19 pandemic and the world economic and trade environment. Not setting a specific target for economic growth will enable all of us to concentrate on ensuring stability on the six fronts and security in the six areas. Ensuring stable economic performance is of crucial significance. We need to pursue reform and opening up as a means to stabilize employment, ensure people’s wellbeing, stimulate consumption, energize the market, and achieve stable growth. We need to blaze a new path that enables us to respond effectively to shocks and sustain a positive growth cycle.

我們沒有提出全年經(jīng)濟(jì)增速具體目標(biāo)，主要因?yàn)槿蛞咔楹徒?jīng)貿(mào)形勢不確定性很大，我國發(fā)展面臨一些難以預(yù)料的影響因素。這樣做，有利于引導(dǎo)各方面集中精力抓好“六穩(wěn)”、“六保”。穩(wěn)定經(jīng)濟(jì)運(yùn)行事關(guān)全局。要用改革開放辦法，穩(wěn)就業(yè)、保民生、促消費(fèi)，拉動(dòng)市場、穩(wěn)定增長，走出一條有效應(yīng)對(duì)沖擊、實(shí)現(xiàn)良性循環(huán)的新路子。

Pursue a more proactive and impactful fiscal policy

積極的財(cái)政政策要更加積極有為。

Deficit-to-GDP ratio this year is projected at more than 3.6%, with a deficit increase of 1 trillion yuan over last year.

今年赤字率擬按3.6%以上安排，財(cái)政赤字規(guī)模比去年增加1萬億元

Issue 1 trillion yuan of government bonds for covid-19 control.

同時(shí)發(fā)行1萬億元抗疫特別國債。

Pursue a prudent monetary policy in a more flexible and appropriate way

穩(wěn)健的貨幣政策要更加靈活適度。

Use a variety of tools such as required reserve ratio reductions, interest rate cuts, and re-lending to enable M2 money supply and aggregate financing to grow at notably higher rates than last year.

綜合運(yùn)用降準(zhǔn)降息、再貸款等手段，引導(dǎo)廣義貨幣供應(yīng)量和社會(huì)融資規(guī)模增速明顯高于去年。

Strengthen the employment-first policy with comprehensive measures

Strive to keep existing jobs secure, work actively to create new ones, and help unemployed people find work.

We will deepen supply-side structural reform, focus our efforts on improving the people’s wellbeing, and boost consumption and expand investment in a mutually reinforcing way.

Promote the recovery of consumption

Priority will be given to new infrastructure and new urbanization initiatives and major projects, which not only boost consumption and benefit the people, but also facilitate structural adjustments and enhance the sustainability of growth. Efforts will be made mainly in the following three areas:
